The Empire rules millions upon millions of planets. On these planets, although there is the occasional rogue individual or group, most of the citizens behave nicely, even quite harmoniously. This is because, like every civilized group in history, a set of laws has been set down for everyone to follow. These rules were designed to make sure that no matter what each person's business is, it does interfere with anyone else's. It is also designed so that if one person comes to harm in any way as a result of the actions of another, the perpetrator would be extracted from the public for reform, or other necessary punishment. This keeps everybody happy and out of harm's way, and makes productive members out of potentially problem people. Most of the time.

The scenario described above exists quite intact in the region of known space called the Core. Taxes are only 2%. The black market deals in babies, not bombs. The communities are content with themselves and their standing with each other. And nobody, NOBODY even thinks a jaded thought about the government. This is not because they have the wrong perspective, and it's not because they are the one being lied to. It's because though the civilized world developed laws, right along with that they developed propaganda, discrete politics, secret services, and so on. So, the average citizen is actually aware of only about 38% of the government. The other 62% is comprised of the military, hidden departments of COMPNOR, Imperial Intelligence, etc.

The laws that follow are exercised fairly in a judicial process on people who do not disturb the inner workings of the Empire. But they are mutated into a tool of example on those who think they can play with the Imperial war machine and avoid retaliation.
