The Field Officer Candidacy Exam requires, at its completion, the member undertaking the project to present a precise and well thought-out proposal to the purpose of improving the Vast Empire's Navy, all the while not only showing an implicit understanding of the qualities and responsibilities of an officer, but also displaying aforementioned qualities and responsibilities.
The officer candidate is required to post his or her draft proposal on the Commanders Comnet as a separate topic (assuming each officer candidate has a leadership role) and discuss it with other experienced Commanders therein. When the Officer Candidate is happy with his/her project's composition, they may post it in the same thread as an official proposal for perusal of the members of Naval High Command and to a lesser extent, non-NHC Commanders.
From this point on, the proposal is given a passing or failing mark and, if suitable, implemented.

The Field Officer Candidacy Exam is the final step in the journey to becoming an officer and when completed, will see you promoted to a minimum rank of Ensign (ESN). The FOCE is only undertaken when NHC has deemed you eligible.
